In the bustling city of Hyderabad, a significant shift in the real estate landscape has emerged with the Telangana Real Estate Regulatory Authority's (TG RERA) recent decision regarding a stalled housing project in Bowrampet. This initiative aims to restore confidence among homebuyers and enhance accountability in the housing sector. By invoking Section 8 of the RERA Act, TG RERA has effectively taken control of the long-delayed project and entrusted its completion to the association of homebuyers, marking a pivotal enforcement action against negligent builders.

The project in question, Jaya Platinum, was under development by Jayathri Infrastructures and was expected to deliver apartments by December 2022. However, despite the collection of funds from approximately 60 homebuyers, construction came to a standstill, leaving these individuals in a state of financial and emotional turmoil. With no progress in sight even two years after the promised deadline, affected buyers sought the intervention of TG RERA to address their grievances, highlighting the urgent need for regulatory oversight in the real estate market.

Following a thorough inquiry, TG RERA issued interim orders in April 2025, leading to final orders that granted the buyers' association the authority to resume construction. This strategic move under Section 8 allows RERA to transfer project responsibilities to homebuyers when the original promoter fails to fulfill contractual obligations. This not only signifies a shift from traditional regulatory measures—such as fines and compliance directives—but also emphasizes a proactive approach towards providing direct relief to homebuyers and ensuring accountability within the real estate sector.

To guarantee the project’s successful completion, a monitoring committee has been established, comprising members from the National Real Estate Development Council (Naredco) and the Confederation of Real Estate Developers' Associations of India (Credai). This committee is tasked with overseeing the construction process, ensuring that transparency and quality standards are met throughout the project’s execution.
