Karnataka is poised to revolutionize property registration with the upcoming launch of Kaveri 3.0, an AI-enabled digital platform designed to streamline the homebuying process. Announced by Chief Minister Siddaramaiah during the state budget presentation, this initiative is backed by an investment of Rs 65 crore and aims to facilitate paperless, end-to-end property registration. The new system promises to reduce paperwork and expedite project handovers, significantly benefiting both homebuyers and real estate developers. With a recent surge in stamp and registration revenue, reaching Rs 22,629 crore in FY26, the government is keen on enhancing efficiency and transparency in the property sector.
The Kaveri 3.0 platform addresses several operational challenges faced by the existing property registration system. By digitizing 207 sub-registrar offices and establishing mega registration centers, the upgraded system will enable a more accessible and faster registration process. It integrates various functions—including stamp generation, document drafting, and digital storage—into a single online workflow. This innovation is expected to eliminate physical visits to sub-registrar offices for the parties involved in property transactions, as remote registration will be facilitated through legislative amendments made to the Registration Act in 2025.
Industry leaders view this initiative as a significant advancement in promoting the 'Ease of Doing Business' framework in Karnataka. MR Jaishankar, the executive chairman of Brigade Enterprises, noted that Kaveri 3.0 will enhance transparency, diminish reliance on third-party services, and enable integrated asset management across various departments. Additionally, the proposed amendment allowing private institutions to facilitate remote registrations, pending presidential assent, is anticipated to support large developers and organizations engaged in bulk property registrations, particularly for projects sanctioned by regulatory bodies like the Real Estate Regulatory Authority.
The introduction of remote registration is expected to streamline property transactions significantly, especially during project handovers when developers must process registrations for numerous buyers promptly. This efficiency is likely to reduce administrative delays associated with scheduling appointments at sub-registrar offices. Homebuyers stand to gain from a simplified registration process, which will minimize the paperwork burden, eliminate the need for multiple office visits, and ensure secure online document storage and retrieval.
