In a significant meeting aimed at addressing critical issues in Tamil Nadu's real estate sector, a delegation from the Confederation of Real Estate Developers Associations of India (CREDAI) convened with Chief Minister C. Joseph Vijay. The dialogue highlighted the pressing need for reforms as the region's real estate market prepares for its next phase of expansion. During the meeting, Mehul H. Doshi, President of CREDAI Chennai, stressed the importance of eliminating corruption to foster a more conducive investment climate. He underscored that delays in project approvals hinder timely execution and proposed the establishment of a streamlined single-window clearance system to expedite processes and enhance development.
The discussions also brought to light significant concerns regarding the Ramsar issue, which has notably impacted landowners within a designated one-kilometre influence zone. According to S. Sridharan, an Executive Committee Member of CREDAI National, the notification has adversely affected approximately 8,000 acres of patta land, impacting over 150,000 landholders. Many of these individuals, including small landowners, are facing challenges in securing loans for essential needs, such as medical expenses and family events. The Chief Minister responded to these concerns by instructing officials to address the matter promptly, reflecting a commitment to resolving these pressing issues.
CREDAI Chennai pointed out that the existing protection framework for the Pallikaranai Marsh already incorporates environmental safeguards for the core marsh region. However, the newly imposed Ramsar-linked regulations have led to planning paralysis and financial instability for a large number of patta landowners. The regulations restrict access to banking facilities, further exacerbating hardships for residents in the affected areas, including Velachery, Perungudi, and portions of the Chennai Metropolitan Area. The delegation expressed concerns about the ongoing ambiguity related to the delineation and implementation of these regulations, urging the state government to reconsider the current Ramsar designation for Pallikaranai.
In a formal letter presented to the Chief Minister, CREDAI members requested either the scrapping of the Ramsar designation or the establishment of a high-level interdepartmental committee to thoroughly assess the situation. This committee would include representatives from all relevant departments to ensure a comprehensive examination of the challenges posed by the Ramsar regulations. The meeting with CM Vijay marked a crucial step towards addressing the multifaceted issues facing Tamil Nadu's real estate sector, with a focus on fostering a more favorable environment for development and investment. As the dialogue continues, stakeholders remain hopeful for timely interventions that will facilitate growth and stability in the region's real estate landscape.
